Cybersecurity Strategy Update – Should the Boundaries between Government and Industry be Re-defined in the Public-Private-Partnership under Intensifying Geopolitical Tensions?

A forerunner to the Munich Cyber Security Conference MCSC in February, this exclusive gathering of representatives from Government, Security Agencies and Private Sector from Japan and overseas pretends to exchange and discuss updates on cybersecurity strategies and policies. Japan’s Cybersecurity Vision and the Future of Public–Private and International Cooperation: As Japan advances its Active Cyber Defense (ACD) initiative and develops a new National Cybersecurity Strategy, it stands at a critical juncture – both nationally and internationally. Building resilience against hybrid threats requires not only close coordination between government and industry, but also deeper partnerships with like-minded democracies, especially in Europe. Drawing lessons from Ukraine’s experience in defending critical infrastructures under attack, this session explores how Japan and Europe can strengthen their cooperation on trusted technologies, secure communications, and crisis preparedness – building the foundations of a shared democratic cyber order.

Part 1: From Vulnerability to Sovereignty: Role of Public Private Partnerships in Protecting Critical Services.

Reinforcing the path to Cyber and Technological Resilience is the call for action: In an era of intensifying hybrid threats and techno-geopolitical rivalry, digital and technological sovereignty have become decisive for both Europe, the US and Japan. Securing data, communications, and innovation infrastructures – on the ground, in cyberspace, and in orbit – is vital for strategic autonomy. This session discusses how closer cooperation on trusted technologies, secure data governance, and resilient space-based communication can enhance collective defense, innovationsecurity, and the protection of the open, rules-based digital order.

Part 2: Evolving Cyber Threats and Geopolitical Fault Lines: Impact of Geopolitical Dynamics on Cyber Risks and How to Cope?

Assessing the New Security Landscape of the Northern hemisphere: From North Korea’s offensive cyber operations and China’s expanding digital influence to Russia’s large-scale cyberattacks against Ukraine and attempted intrusions against Europe’s critical infrastructures, the line between cyber conflict and geopolitical confrontation is increasingly blurred. State-sponsored campaigns of disinformation further amplify instability and undermine democratic trust. This panel analyzes the evolving cyber threat environment across Northeast Asia to Eastern Europe, explores its global implications, and draws strategic lessons for Europe and Japan in strengthening resilience and deterrence.
